  Officials uses Mis-Information to support their motion.  McFall and Jacobi motioned for ONE meeting a Month and beginning in January 2018 those meeting will be on the 3rd Monday of the Month. (as per City Charter-- Problem is the Charter does NOT state their claim"   During the Dec 4, 2017 City Council meeting Councilman James McFall defended his agenda item for changing City Council meeting to ONE per Month, on the 3rd Monday.  McFall stated: The City Charter says, One meeting per month to be held on the 3rd Monday.  When asked where in the Charter was this written.  MCFall, declared "It's up to you to find it!"   This is the normal "intimidation" employed by the previous council.  McFall was talking out of back side, because the Charter states NO SUCH THING as was Noted by new councilwoman Joan Pedrotti during the discussion of the agenda item.   McFall, Jacobi and Shelton took turns making Motions to Table agenda item after agenda item!  You have t

  The newly approved and finalized Fire Protection Agreement between Windcrest and the WVFD Bugle Crew, Terminates any and all Relationship with  WVFD Association.   These fellas conducted the fundraising for the Fire Department years.  The WVFD Association has raised millions of dollars since being formed, now they get a slap in the face. Why?  All because Ex Mayor Baxter did not get his way.  Baxter demanded information from the WVFD Association and received what the law requires.  Baxter wanted more, to heck with what the law says.  He threatened to form a new Non Profit if he did not receive the information.,   Baxter's parting shot was to form the new non profit, ie WVFD Bugle Crew, and then make an agreement with then that weeds out the current Association.  His three supporters are still the majority on council.  Baxter's council also gave the City Manager Authority to Negotiate and Finalize this agreement.     Also, this new WVFD Bugle Crew may Charge any resident

 This just in:  The e-mail reads as below and includes attachments attached.   Just in case you missed it.  The current council approved this new Volunteer Fire organization.  This part of the threat that if the current Volunteer Fire Association did not turn over certain documents (those not required by law) the city would start a new organization. Breaking News- Mayor Alan Baxter was defeated by challenger  Dan Reese. Two Incumbent councilperson were also defeated. Mayor’s Message: {Quote} Budget Summary” For the sixth year in a row, we will not see an increase in the City’s residential property tax rate.  The tax rate has been reduced by over 30% in the last six years…..  Mayor Baxter said the Volunteer Fire Association was missing 10's of thousands of Dollars, that's a fact .   He also said the WVFD failed to give Donors a Schedule G.   Truth:  The WVFA Files a schedule G with their Federal Taxes.  This is from the IRS site. About Schedule G (Form 990 or 990EZ) Information about Schedule G (Form 990 or 990-EZ), Supplemental Information Regarding Fundraising or Gaming Activities, including recent updates, related forms and instructions on how to file. Organizations that file Form 990 or Form 990-EZ use this schedule to report professional fundraising services, fundraising events, and gaming.    The part he did not speak about was:  A donor wrote a $5,000 check the Volunteer Fire Association for the Maps.  The finance director indicated the $5,000 check was deposited into a city account.  Chief responded,  "The Volunteer Fire Association needs that check for our schedule G.  As for the Money statement.  Who reported money missing

  Let's put an end to the rumors and misinformation from the dias that the Windcrest Volunteer Fire Association does not file Federal Taxes.   The WVFA files Fed Tax forms by their Tax year, not by calendar year so you have to look at the dates at the top of the Form 990.   A request has been filed for the remaining 7 years, for a total of 10 years which will be posted upon arrival.  Meanwhile here is PROOF the Volunteer Fire Association, Inc Filed. In 2016 Mayor Baxter addressed citizens during council meeting ( see video here )  He said the Streets are Not That Bad.  Listen for your self.   Now fast forward to August 30, 2017, city council agenda: "The City Council has determined that there is a critical need for street repairs and improvements in the city limits that cannot be paid for through street maintenance sales taxes and normal property taxes. In order to meet the critical need  the City Council could call a Bond Election "   Jim Shelton is part of the street committee and made this statement during the August council meeting.   If Citizens want their street repaired they will have to vote for the Bond.     Jim  Shelton, the same fella that has been saying for the past three years.   Street repairs will begin after light up.  How many times have you hear this statement?.   Windcrest has a city attorney to handle city matters.  So why did Baxter hire outside attorneys (Probably Tom Jeffrey of Martin, Cukjati & Tom, Trial Attorneys) to obtain financial records from the Windcrest Volunteer Fire Association?  The Fire Association attorney gave this outside attorney the last 3 years of Federal Tax Returns, yet Baxter sits on the dais  and claims the Fire Association did not file tax returns.  That's a pretty bold,   being the attorney he hired has the last 3 years of Federal Tax Returns.  So why outside trial attorneys?  Normally the City Attorney would handle such mundane requests.  Could it be because Mayor Baxter wanted to employ fear tactics by throwing Trial attorneys into the mix?   Money that should be used for Streets.  As Paul Harvey said, "Now you know the rest of the story, Good Day."

The Windcrest Volunteer Fire Association is already a 501c3 or c4!!  So why is Baxter threatening the Fire Association?   The Herald this week has this article by Jeff Flynn where Baxter is quoted: "   The current association has one week to turn over all their books and records and be transparent, as they are supposed to be,” he warned. “If they refuse, we will start a new 501c3 or c4. It will be seamless.  GILBERT GARCIA OPINION COLUMNIST, wrote: " Things are nasty in Windcrest. The knock on Baxter is that he is a foul- mouthed bully who rewards his friends and  punishes anyone who fails to meet his  loyalty test" Two articles showing Alan Baxter has earned Bully Status  Windcrest  received copies of the associationsTax Returns for the past 3 years.  Baxter wanted more documents, but the Association released all documents required by Law.  Baxter false claim that the Association didn't file tax returns for several years is another example of Baxter'

The City of Windcrest Texas, has a gaggle of candidates running for Windcrest City Council.  According to Mayor Baxter on Aug 19 two candidates had filed against him.  However, this blogger only finds a single candidate running against Mayor Baxter and he filed  3 days later. Alan Baxter won the mayor's race last election, then 2 months filed for County Commissioner!  Talk about a slap in the face for voters, wow. Baxter is running on being debt free, and is now pushing for a street bond to fix the streets!!
