Scheme Exposed in Windcrest

 A new Windcrest Scheme has just surfaced.  This is the agenda item for Closed Session: 1 City Council will convene into a closed session as authorized by the Section 551 07 of the Texas Government Code to consult with the City Attorney concerning settlement of the portion of the pending lawsuit between the City and Michael White and his related entities and concerning settlement of contemplated litigation over approximately 111 acres of land owned by the City and the Windcrest Economic Development Corporation  The agenda only refers to the 111 acres, the newly annexed property surrounding Rackspace.  Nothing new there.  But the resolution council passed for this agenda item  also Included another 180 acres, located in San Antonio, which included the Target Tract on Walzem AND the property were WalMart now sits.  Plus the vacant property along Walzem Rd at Eisenhouer Rd and around the nursing facility on Eisenhouer Rd.  These properties are referred to as the 180 acre tract.  The

Windcrest Taxes & Water Bill

 Windcrest Candidates have all addressed Windcrest Taxes.  The truth of the matter is for the past 8 years the Tax Rate was decreased.  The previous mayor touted he lowered taxes, but actually he lowered the rate.  Your taxes still went up, but by a smaller amount had the rate not been decreased.   Now, because of the lower tax rate the coffers are nearly empty and council is asking you to pass a $7.4 Million Street Bond!  A $2 Million Fire Equipment Bond and the Water District has a $7 Million Bond.  That's $16.4 Million .  Who is going to pay these Bonds?  Windcrest residents with higher water rates, higher taxes.    The Water District has said during their board meeting, what they don't spend they could put into a bank and draw interest.  Dumb, Dumb.  Would you take out a loan so you could put the money into your bank to get interest?  Pay 5% and earn 1.4%, sure sound dumb.   Everyone is talking Bonds.  All this chatter has citizens confused as to exactly why the Bonds ar

Vote NO on Bonds and TRIO Slates

Recommend voting NO for both Proposition Bonds.  The Street Bond is for Three streets (3) and some repair to three more streets and you pay for 20 years.   Windcrest streets will not last 20 years, plus the Bond does not address how to pay for the REST of the streets.  The Bond Rating has not been determined so the interest Rate is all guess work at this time.  The charts in the mail out used 4% interest rate, which totals some $4 Million in Interest Rates over the years.   Where are the Trip Slate Candidates?   Those guys on the Trio sign have NOT attended the Meet the Candidates forums nor did they participate in the Debate.  Every Candidate was invited, so why did they not attend.      The Invite include the Water District candidates.  They also chose NOT to attend.

He removed the signage and left when he saw a helpful neighbor photograph him" . In case you don't recognize the fella, it's Henry Berman Placing a trio sign which the owner had not authorized Henry Berman caught in the ACT!   Henry placed the sign, then when photographed he quickly removed the sign. .  Henry Berman could be on your street, watch for him.  Henry is Captain of the Windcrest Citizen Patrol.  

Introducing Windcrest Candidates

  The Windcrest Light News has hosted a Meet the Candidates forum each week since candidates filed for elected positions.  The Forum included City Council candidates and the Bexar County Water Board candidates.    A special thanks to The Windcrest Light News staff for sharing the video recording of candidates.  Several candidates chose NOT to attend this open Public Forum so citizens could hear their views, goals, qualification and field questions from the attendees as well as questions from those watching from home.  There is a video link assigned to each candidate that attended the forum. Special Council Meeting to Select an Attorney?

Monday, Oct 1, 2018, 10 AM there is a special City Council meeting to select a new City Attorney.  Nothing on the agenda indicates how many or who is being considered.  Two council members could not be present, nor the Mayor.  Therefore, the 3 outgoing Councilman will select a City Attorney.

Secret Loan from City of Windcrest

     The Sept 13, 2018  WEDC agenda has this   " 5. Consider and take possible action on paying off loan from the City of Windcrest ($145,000)."    Windcrest can surely use additional street funds, so the surprise windfall of $145,000 is welcome.    The real issue is.  Why is the existence of this Loan not reflected in the budgets?  When was this loan made? Consider this:  September 7 2018, WEDC President  Sue Alexander signs the deed of WEDC property over to IWanta Oil, LLC.  Then  on Sept 13, 2018 a never before disclosed Loan from the City of Windcrest appears on the WEDC Agenda with action pending to pay the $145,000 loan back. Why is this loan not mentioned anywhere in the budgets?  Does it really exists?  Not even the auditors made mention of this WEDC DEBT.  T his do es not pass the smell test folks.

Windcrest Vote NO on 7-11 Street Bond

  The proposed Street Bond for $7.4 Million will total $11 Million over the 20 years.  That's nearly $4 Million in Interest that could be used for Streets.  Couple that with the FACT only Seven (7) Streets are in the proposal.   About 2006 Windcrest approved an Interest and Sinking Fund to pay for street repairs, which included ALL streets in Windcrest.  All streets except major arteries received Slurry Seal (also called Chip Seal) and the main street received overlay.   Below are the 7 streets identified in the report with the projected cost of $7.4 Million, that will cost , $11 Million, over 20 Years.  Note: some streets get portions of each type of repair. Fake Signatures in Windcrest

   A recall petition in the  city of Windcrest  seeking to remove the mayor and two council members have been called into question and prompted a criminal investigation. Among the suspect signatures are those of a deceased couple and those of the mayor being targeted in the recall drive!  Yep, Dead People Signed the Petition!  John Gretz, Ron Armes, Michael Eyhorn form the petition committee that is responsible for the petition signatures.  To assist in gather signatures, Councilman James McFall and Gerd Jacobi has volunteered their respective Wives to travel about Windcrest in a Golf Cart gathering signatures for the Recall Petition.  Yes, you heard it correct. Edith Jacobi and Evelinda "Bell" McFall, wives of current Windcrest City Councilman are working hard for the recall petition.   Fake signatures on election-related petitions are costly to the taxpayers and mar the election process. Windcrest Lawsuit(s)?

 Many Windcrest Citizens have been approached by visitors seeking signatures for a Recall Petition.   A $1,000,000 lawsuit is mentioned as well as legal fees.    On January 22nd, 2018  Mr. Busby made a presentation on the Springbrook Senior Living Project  to city council,  and introduced Robert Colunga as his assistant.  Mr. Busby also strongly cautioned council,  saying his  investors did not like political 'noise,' they liked it quiet.            Mr. Colunga completely disregarded that warning and filed a law suit against the Mayor and Council Person.  Mr. Colunga  claims that during a meeting in Jan or Feb 2018 the Mayor and Council Person made statements to two developers (developers not named) which then  cancelled Mr. Colunga's consulting contracts.     Mr. Colunga claimed his contracts were for 15% of incentives generated, which would in all likelihood exceed $1,000,000.  As a result of being removed from the projects the Plaintiff will lose in excess of

Windcrest Petition(s) July 2018

  The information below is from a Recall Petition.  The grammar is that of the petitioners.  All errors in the document are the error and duly recorded and filed at City Hall.  The Name(s) and his/her references have been replaced with an “X.”  These charges must be attached to each Petition Signature Page.  Read the charges, they really sound like sour grapes and child hood squabbling.  If a signature seeker mentions anything but these charges they are not telling you the truth. $5 Million-Windcrest to Pay Developer's Taxes

  Remember the $5 Million figure during the Rackspace deal?  Now we have another $5 Million figure in an MEIA.  Sounds much like a con or a repeat fiasco.      Reads:  If BCAD denies Springbrook Senior Living Development Investors tax abatement request, Windcrest will pay it for them !      Reads: If deemed appropriate by the city for "service to and protection of the occupants of the project, Springbrook Developers will pay up to $5 million.  Lots of holes in that little statement.  You might think it says something, but there is nothing concrete at all.  This "Resolution" is bad for Windcrest.  The Springbrook Senior Living Development Investors need to just build the project all by themselves. 

Missing Springbrook Resolution 2018-665 (R),

  This is the Resolution that Irv Gerro and Sue Alexande claimed they did not publish because it was far from complete.  This was received from a wedc person that wishes to remain anonymous.   The second Whereas is very important: Says Project described in attached Exhibit A.  Where is Exhibt A?     Item 6 states what Irv attempted to relay during his city council comments.  Irv left out "such that all possible local sales taxes related to the project..."    Another $5 million is mentioned in this resolution. (item8)  There is a Special Use Permit mentioned but P&Z already addressed that issue, so why is it mentioned again? (item9) Item 4: Senior center available for use by all Windcrest residents aged 55 or more.  There is NO  mention of the cost involved, do you think this will be free?  It should be so why not mention that it will be free to residents unless?? 

Stage All Materials in Windcrest?

WEDC Director addressed city council to blast those that dare question the Springbrook Senior Development Project.    (See June 18, 2018 Windcrest City Council meeting video.)  He said a lady had questioned the claim that Springbrook Senior Development Project would net Windcrest $900,000 in sale taxes in construction materials alone.   In a scolding tone, he said the lady does not understand how this works.  He stated, the Contractors and Sub Contractors would be Required to STAGE building materials  in Windcrest, near Home Depot, then the sale would take place in Windcrest and Windcrest gets the sales tax!       What a novel idea.  It begs the question: Why has this not been done before?  Not legal,  could that be why!  The Texas Comptrollers office would probably stop this immediately.    Naturally some materials could be ordered thru Home Depot and sold by Home Depot, that would generate additional sales tax for Windcrest, but as the lady stated, our Home Depot does not carry

Springbrook Senior Living Campus

 The Senior Living Campus Project is on hold due to newly discovered detail.  NEISD is not going to approve a total tax exemption.  NEISD notified the WEDC president shortly before the scheduled meeting to approve the project.   Claim 1:   Project will attract 937 new residents.  Average income $42,000 yr which equals nearly $40 Million dollars.  The resident are elderly and not expected to purchase things outside of Windcrest so that will generate about $4.4 Million in new sales tax.   Fact Check    False :  Ok, new residents bring an average of $42,000/yr.  Assisted living cost are between $2,000 and $4,000 per month.  That along nearly wipes out excess cash for many of these new residents have to spend.   Lets assume they have some excess cash.  Most Senior Living facilities schedule shuttle buses to hospitals and local shopping malls.  Windcrest has neither, so no sales tax dollars for Windcrest.   Fact  Check Partly True. SpringBrook Senior Living Campus- NO TAXES?

 WEDC is proposing Tax Abatement (No Property Taxes) for 15 Years for the SpringBrook Senior Living Campus Investors!!    Do you think Windcrest can afford a $3.3 Million loss in Property Taxes?  Remember, council is floating a Multi Million Dollar Street Repair Bond!    Listen to this video clip from the WEDC Public hearing held on June 4 2018 .  The video indicates a total loss of $3326, yet the email below indicates $3.3 Million loss.  The Devil is in the Detail as they say.   A concerned citizens forwarded this WEDC President's email with additional details of the deal: "Broken down into taxing entities, it is estimated that over 15 years the City of Windcrest’s portion of the abatement will be approximately $3.3   million   ( average per year   over 15 years will be approximately $222 thousand); NEISD's portion will be approximately $14.7 million; other taxing entities will be approximately $8.1 million.   Mr. Hakala has all of the figures broken down into the amou

Will Bugle Crew Respond to your 911 Call?

March 2018, Windcrest Fire Department (Bugle Crew) Failed to Respond to a 911 call .  Want proof this happened?  (Watch the City Council Video click here)   The Prop 1 votes are not complete and the Bugle Crew has already violated the Protection Agreement.  This organization should be eliminated! VOTE FOR PROPOSITION 1 TO GET RID OF THE BUGLE CREW. The original  Windcrest Volunteer Fire Association Firefighters   NEVER failed to show for a 911 call according to sources.    Vote "FOR" Prop 1 to bring back the Fire Association!   For years the Volunteer Fire Department (WVF Association members) had a Rescue 1 truck on call 24/7/  You would often see the Rescue 1 vehicle parked at a fireman's home nights and weekends, ready to respond immediately, and they DID. Fast forward to March 2018, Windcrest received a 911 call for service around 8am one day in March.  The ambulance took a little longer than normal to arrive due to other calls.   The Windcrest Pension Fund Board approved the report below.  The Fire Chief has the responsibility to track the service of all Windcrest Volunteer Fireman.  Windcrest pays $36 into the Pension Fund per month per each Qualified Active Windcrest Volunteer Fireman.   The Windcrest Pension Board also submits an annual report certifying the service for each member.  The Board also Certified two other requirements.  The answer to the two questions determines if the members receives credit for the that year.  1. Did Member Attend 24% of Emergencies?  Yes or No 2. Did Member Attend 20 Hours of Training?  Yes or No Clarification:  Although the Fund receives $36 per month based on the quarterly reconciliation report, the member only receives retirement credit for the year(s) that the member actually attended 25% of emergencies and attended 20 hours of training.  This information is used to calculate the dollar amount of retirement pay each individual member received when he/she files for

Charged with Felon-Plead Guilty

   Certainly Windcrest can do better !  Windcrest Economic Development Corporation will appoint Rick Cockenham to the board.  This after his spouse called Windcrest residents "Ignorant" while addressing city council.  Remember Rick was voted OFF council for good reason.    WEDC is negotiating with a $60 Million project.  With millions on the line why would WEDC want a board member previously charged with a felon, plead guilty and paid restitution.  With a $60 million project on the table this should raise a huge red flag.   WEDC should say, thank you, but NO thank you. 

Get rid of Bugle Crew- Vote FOR Proposition

 A Vote FOR the Proposition on the May 5th Ballot will end the existence of the Bugle Crew and also trash the new Fire Protection Agreement.   Don't let the awkward legal wording of the proposition confuse your vote.  A Vote FOR will KEEP the original Windcrest Volunteer Fire Association has worked well for over  30 years.  Vote FOR the proposition and bring back the original WVF Association. 

Pension Fund-Reports Windcrest

  The Windcrest City Manager is falling down on the job .  Evidently he is well over his level of expertise and floundering.  The Fireman's pension fund has NOT been paid for the past couple of years according to the Fire Chief.  Not to mention this Fire Chief has been on the job for over 7 months and is just not finding the Pension fund has not been paid.  This speaks volumes as to his credentials or lack of them.   According to CCM James McFall, this Fire Chief is the most qualified, educated and experienced Fire Chief Windcrest has ever had.  Obviously he can NOT read a Budget, otherwise in June/July he would have seen nothing was spent from the Pension line item all year.  That should have been a huge red flag, but his attention was directed elsewhere.  He was instructed to dismember the Windcrest Volunteer Fire Association by firing all those that would not transfer to the newly created Bugle Crew.   Certainly the Finance Director would have alerted the City Manager about t

Windcrest Fireman Pension

  Windcrest Volunteer fireman have a pension fund, fully funded by the City of Windcrest.  This Pension is administered by the Texas Emergency Services Retirement System (TESRS) in Austin, Tx.   For each qualified volunteer firefighter on active status TESRS bills the City of Windcrest $36 per firefighter/.per month.  Windcrest has a local Pension Board to oversee the program and track the volunteer's status.   The Fire Chief is responsible for this Board.   At the Feb 26 , 2018 city council meeting CCM Pedrotti asked the Fire Chief Weidemann about the Pension Board.  CCM Pedrotti asked "Isn't a member of the Pension Board selected by Council?  Chief Weidemann responded No Mam!   The Statues says: Sec 865.012. Local Board,  (1) one trustee selected by the governing body of the political subdivision of which a participating department is a part.   Doesn't that tell you the council selects one trustee?  Someone to represent the City on the Pension Board.  Sounds lik

James McFall Untruthful

 James McFall is very untruthful in his March Newsletter article.  In the article McFall refers to the Bugle Crew as an Association.   Note the attached copy of the official Certification of Formation and you can see the name is WVFD Bugle Crew.  Plain and simple, Bugle Crew, that's it!   Council created the WVFD Bugle Crew and passed a Fire Protection Agreement that replaced the time honored WVF Association.  Nearly 500 citizens signed a Referendum that HALTS the creation of the Bugle Crew and the Fire Protection Agreement until the Voters decide during the May Elections.   McFall is trying to brain wash citizens by referring the the Bugle Crew as an Association, when there is only one Association and the is the WVF Association, Inc.   McFall is Greasing the Wheel of confusion getting ready for the May Elections.  Don't let him fool you, the Bugle Crew is NOT the Association.
