Ghost Fireman of Windcrest

  The Windcrest Pension Fund Board approved the report below.  The Fire Chief has the responsibility to track the service of all Windcrest Volunteer Fireman.  Windcrest pays $36 into the Pension Fund per month per each Qualified Active Windcrest Volunteer Fireman.

  The Windcrest Pension Board also submits an annual report certifying the service for each member.  The Board also Certified two other requirements.  The answer to the two questions determines if the members receives credit for the that year. 
1. Did Member Attend 24% of Emergencies?  Yes or No
2. Did Member Attend 20 Hours of Training?  Yes or No

Clarification:  Although the Fund receives $36 per month based on the quarterly reconciliation report, the member only receives retirement credit for the year(s) that the member actually attended 25% of emergencies and attended 20 hours of training.  This information is used to calculate the dollar amount of retirement pay each individual member received when he/she files for benefits. 

 Filing a Pension Report with retroactive payment of a member is not unusual.  What is very unusual is filing retroactive payments for large number of months.  One or two months would correct an oversight and could be easily verified.  Filing retroactive payments for 30 months to 72 months?  That is highly questionable and the source of verification suspect.

According to the reports, Windcrest has had a Ghost Fireman that eluded detection for 6 Years
 
  Recent web chatter indicated the old Windcrest Volunteer Fire Association was "Corrupt".  Guess what, this is the NEW Bugle Crew people submitting retroactive payment for the Ghost Fireman.

  Over $2500 dollars of Windcrest tax payers dollars used to pay 6 years of prior service?  Talk about being transparent, lets see the records that support these Ghost Fireman.  

Vote FOR Prop 1 to remove the Bugle Crew
