Windcrest Vote NO on 7-11 Street Bond

  The proposed Street Bond for $7.4 Million will total $11 Million over the 20 years.  That's nearly $4 Million in Interest that could be used for Streets.  Couple that with the FACT only Seven (7) Streets are in the proposal.   About 2006 Windcrest approved an Interest and Sinking Fund to pay for street repairs, which included ALL streets in Windcrest.  All streets except major arteries received Slurry Seal (also called Chip Seal) and the main street received overlay.  

Below are the 7 streets identified in the report with the projected cost of $7.4 Million, that will cost , $11 Million, over 20 Years.  Note: some streets get portions of each type of repair.

   This is the Engineers report.

Base Failure Repair 
Removal of any distressed areas where the pavement is fractured and broken and is allowing water to
weaken the subgrade under the roadway and afterwards new asphalt and base materials are added. Repair
is normally made to a depth of 12 inches. These repairs are accomplished prior to the scheduled resurfacing.
Crack Sealing
Liquid asphaltic materials are injected (sprayed) into street cracks to prevent water intrusion.
Geogrid
Geogrids are geosynthetic material made from polymers such as polypropylene, polyethylene or polyester
and are used widely in Civil Engineering applications to provide tensile reinforcement of soil. Essentially
geogrid is a synthetic underlayer added to the roadway before new materials are installed.
Milling
The removal of old roadway materials by grinding the materials to a specified depth and removing the
grindings from the site. Normal milling depth is 2 to 10 inches
Overlay
Overlay involves the placement of a new layer of asphalt, approximately one and a half to three inches
thick, on the street. Properly maintained, an overlay can extend the life of the street by 20-25 years although
heavily used streets may require more frequent overlays
Slurry Seal
A blend of oil and small aggregate that is applied to the streets. Slurry seal is a preventative maintenance
procedure. Slurry sealing can extend the life of a street by 5-7 year

The following are the recommended construction methods to rehabilitate the City of Windcrest
streets and their associated cost estimates.
8” Mill and Overlay
1. This process involves the removal of existing roadway materials to a depth of 8 inches.
2. Any base failure repairs required below the 8 “shall be repaired
3. The subgrade will be compacted.
4. A geogrid layer will be added to prevent soil movement and to reduce cracking.
5. 6” of new base materials will be added.
6. A 2 inch asphalt riding will be added.
7. All traffic markings shall be replaced.
8. The only replacement of curbs, sidewalks and driveways will be those necessary to provide drainage
flow.
The cost is $89.40 per square yard
3” Mill and Overlay
1. All base failures shall be repaired
2. Existing roadway materials shall be removed to a depth of 3 inches.
3. A 3 inch asphalt riding will be added.
4. All traffic markings shall be replaced.
5. The only replacement of curbs, sidewalks and driveways will be those necessary to provide drainage
flow.
The cost is $27.62 per square yard
Slurry Seal
1. All base failures shall be repaired
2. Streets will be crack sealed to prevent water intrusion.
3. A mixture of liquid asphalt and rock shall be applied to the street.
4. All traffic markings shall be replaced.
The cost is $11.86 per square yard
