  Did you catch the Fire Chief's department head report at council?  Seem he has NOT been paying into the fund for some time.  He was hired in June of 2017.  Experience at the state level in Austin and other volunteer fire departments so should know about the Pension Fund.   Since being hired he also submitted a proposed budget with included a line item for Volunteer Firefighters Pension to the tune of $20,000 (plus)  Windcrest is obligated to pay $36 per month per qualified firefighter into the State managed Pension fund.  The state bills Windcrest for the money, so what happened to those Bills?  You would think the finance director after receiving an invoice for payment would have contacted the Fire Chief and even the City Manager for clearance to pay.  That did not happen!  Now the State Managed Fund says Windcrest must pay $16,000- $18,000 to catch up the payments.  What in the world has the new fire chief been doing?...

 Between three councilmen tabling agenda items and leaving town before a scheduled special city council meeting the status of the recall Petitions are in Limbo.  Windcrest has failed to record several council meetings.  A Windcrest resident on Next_Door, asked how come Bexar County Water District has streamed and Recorded their last 4 meetings, yet the City using the same equipment can not.    Granicus has the current contract to provide streaming video of council meetings.  Granicus has not solved the problem, so maybe it's time to find another contractor for this service.  Other cities in the area stream their meetings without a hitch.  Evidently these cities are not Granicus customers. The three recall subjects all voted to have 1 council meeting a month.  Not one mentioned reducing their monthly stipend by 1/2.  Several years ago council raised the stipend to $120 per month because they were having several meetings a month....

  Many of you have heard Windcrest officials being accused of speaking less than the truth.  Well, Monday's council meeting hit a new low.  Councilman Shelton (subject of a Recall) asked the City Secretary when the Recall Petitions were CERTIFIED?  The City Secretary responded, they were Certified on Jan 29th.   Wow, this was a downright LIE! . Fact:  On Jan 29, 2018 the City Secretary Declined to certify the petition due to not enough Voter signatures.  The City Secretary sent the rejected notice to the Petition Chair via certified mail.  The petition chair received the rejected notice on Thursday, Feb 1st along with an explanation of why the petition was rejected.  The Charter indicates a petition needs 25% of the Number of Voters in the last mayoral election.   The City Secretary disqualified many signatures because some had NOT voted during the last election.    Huge Mistake.  The Petition chair in...

Spencer Stubbs Comments to Counci l  The Bugle Crew Referendum Vote.   City Council Agenda Portion-complete-Feb 5, 2018   Click on the links above to view Video. The three councilman up for Recall did not like being told they Must vote FOR the Referendum because that's the Law, per City Attorney.   The Mayor has to tell those three You are Out of Order when they tried to interrupt the proceedings.   Note, the Mayor asks the City Secretary if there were ANY written request for a hearing (referencing the Recall procedures)  The City Secretary can be heard saying NO.   However, the following day, Feb 6, 2018, three such request for a hearing showed up with the city secretary's initials dated Feb 5, 2018.   One Windcrest Cititzen, Spencer Stubbs, spoke on this agenda item just prior to the discussion and vote.
